LA n Sync Report Recommendation:

As LA n Sync will be providing technical assistance to qualified applicants applying for Greenhouse Gas Reduction Fund (GGRF) dollars in upcoming rounds, it is extremely important for us to understand the trends and analysis of past funding, especially within disadvantaged communities.

This week, the UCLA Luskin Center for Innovation released their report, Guide to Greenhouse Gas Reduction Fund Program Designs, Expenditures, and Benefits. The report provides a guide to navigating GGRF funded programs and includes six programs in five investment categories:

  • transit-oriented affordable housing
  • financial incentives for clean cars, trucks and buses
  • transit capital and operations
  • energy efficiency and solar panels for low-income housing units
  • community forestry projects

The report provides an overview of each program and then analyzes program investments based on recent funding levels (inputs) before the GGRF and then with the GGRF. Additionally, the authors put forth a framework to systematically assess program inputs, outputs, outcomes and impacts, while making recommendations to enhance their co-benefits.
